In LA do any car hire places rent to 23 year olds without the extra surcharge?

Usually you need to be 25 to rent a car in the U.S. Sometimes, if you have a certain credit card, you can rent under 25. I had a Platimum credit card Visa when I was under 25 and could rent. You should do research because it should be doable.

Most car rental agency don’t even rent to some one under 25 no matter where you are at in the States. So looking for one with out a surcharge you probably will not find one. Good luck!

Most chain rental agencies such as enterprise, avis, dollar, will not let you avoid the underage charge. However, if you find a one shop agency (such as joes car rentals), you might be able to talk them into not charging you the fee.

Try Rent-a-Wreck, which rents out used cars. But you have to check ahead. Their policies change by location as they run a franchise operation, so if one location doesn’t accept you, try another.

I rented from Enterprise several times when I was under 25 and they never charged me a surcharge.
